1995 Toyota Corolla DX 4 Cyl 1.8L

won't pass smog. tech says ignition timing doesn't move from 14d btdc when rotating distrib. suppose to be 10d btdc why?

ignition timing stays at 14d btdc when distributor is rotated. Needs to be at 10d btdc. Some sources say that it's not supposed to move. If so, why is there a numbered plate with #10 in the middle and 2 lines above and 2 lines below? Faulty distributor? 1.8 L 4 cyl. motor. FA Distributor required? vin is JT2AE09B650083634. 1995 Corolla. Running great, but has to be +/- 2d 10d btdc to pass smog. Stays at 14d when you rotate distributor. Does not move off that mark.
