What would cause a 'whooshing' or almost scraping sound that intensifies when brakes are applied?

2012 Altima. Problem has gotten progressively worse over the last week since snow tires were installed. Used to just make a strange 'whooshing' noise when brakes were applied while turning a corner, but now makes the noise all the time (it's just louder when brakes applied).

A scraping sound suggests the brake pads are worn. A complete brake inspection is needed.

May I express what I have done for 50 plus years
Once a year I remove all brake components & remove
all rust,inspect every thing,replace parts only as needed
& then lube things (Yes Once Every Year) They are subject
to the water on the roadways & do not work as they should
after say 5 to 8 months.
The fluid has to be flushed every 2 years.
If your paying $125.00 per axle for brake work
Then basically nothing is being done to improve
a thing
