Was the ignition fuse is the Ignition A fuse 34 30 A ? That fuse is connected to the starter relay # 47 which it was stuck or engaged.
Do a test, instead of removing the fuse, kicking the starter relay with the fingers, and if it will restore the cranking circuitry. Replace the relay
The starter relay is in the fuse box under the hood.

what does kicking the starter relay with the fingers mean?

The relay was engaged and in order to release it, tapping or knocking it with a screwdriver handle or fingers.
Note: When a faulty relay is not replaced, the circuit will either be non-functional or remain engaged.

ok so before this problem when i would turn my key over and all my initial start processes would sound off like fuel pump, injecter and some other eletronic sounds I could hear. now when i turn my key only the interior electronics come on. but like I had stated in my first question those componants will only start up if i take out and replace the 40A fuse.

See this site and their wiring diagrams. http://www.bbbind.com/
The cranking circuitry is stuck due to the relay, the other components will stop functioning as well.
