Stuttering/loss of power at 1600 rpms

I've had this ongoing problem for awhile. I have already replaced all 6 spark plugs and the cylinder 2 coil/boot. At 1600 or 1700 rpms the vehicle will power stutter and if you keep it at this RPM the brake light and check engine light will start flashing as well as the traction control light will come on and stay steady. Subaru replaced the spark plugs, problem came up again not to long after. Prior to replacing the coil, a shop had a scanner on it and saw a misfire in cylinder 2. Pulled coil/boot and saw there was an arcing pattern etched into the boot where it seemed like the misfire was occurring. Replaced coil at this time. Now months later (don't drive the car too much but still drove a couple hundred miles in the mountains) now the problem is back. Have no hooked up a scanner or checked the coil on cylinder 2 but i'm currently confused on what could be the real issue. Same problem, while driving (seems like 4th gear) push in gas at 1600ish rpm and loss of power.

Edit- Sorry all, it's a 2012... i hit the wrong one. Also it has been to a Transmission shop and the tranny was ruled out to be an issue. They were the ones we found the cylinder 2 misfire with.
