See this FIG : Column/Ignition Lock Schematics (2002) ( no data for 2003 )

The ignition lock cylinder control actuator wasn't received a 12 volts from the ignition lock cylinder switch.
1. Check the yellow wiring with a 12 volts test lights ( reference to ground ) and see if there is 12 volts.
a. There is 12 volts, then the ignition lock cylinder control actuator is the culprit. ( did replaced that ).
b.There isn't a 12 volts, check the ignition lock cylinder switch, its in the brake switch.(it's all in one).

See this FIG : Shift Lock Control Schematics (2002) ( no data for 2003 ).
