What causes the passenger airbag sensor to go bad?

My passenger airbag/seatbelt lights is on. The seatbelt works perfectly. The plate under the passenger seat does not seem damage, and I could not find any loose connections to the sensor. If the sensor is bad, what is the average cost of replacing it?
