My parking lights and guage lights will not shut off.

I have turned all the light dials off and took the keys out of the car and locked it. They still stay on. I checked all of my fuses and none of them are blown. Please help me. I have had to resort to unplugging my negative battery cable when I park and plug it back in to go any where.
