Yes, to avoid any water and sediments enter to the inside of the filter that could cause engine problems if it happened. The other reason is to prevent oil to leak out to the filter. It can be tighten by hand, but if your not convinced, use the oil filter wrench to tighten or loosen it. But be gentle when tightening the filter, it is easy to damage.
