Jeep won't move; acts like emergency brake is engaged

I can shift into drive or reverse and it tries to move, but cannot. It's like the emergency brake is engaged when it's not. Also, when I put it in neutral, I cannot push it.

First question - have you already checked the emergency brake itself at the rear wheel?
If not, start there - raise the rear wheels off the ground, support using jack stands and gen remive both rear wheels.
Inspect the emergency brake cable, and brake hardware for corrosion, and lack of movement. Clean, repair and re-lubricate as necessary.
