Before installing a new computer does it need to be programmed

Have a 97 2500 that had a 98 wiring harness and dash but a new 97 computer it wouldn't shift into third or overdrive so I put a new harness skinit but now I've got no power to the ignition could it be because the computer needs to be program

Yes, be sure to match the part number on the front of the replacement PCM (powertrain control module), to the old one in the truck.
To get it inspected (emissions), you will need to have the dealer program the VIN into the new (used) unit.

Generally, if there is a VIN mismatch, airbag, and abs lights will be on, and those systems will be disabled. Aside from that, shouldn't be any other consequences.
