I'm having trouble accelerating in my vehicle.

The car has about 150k miles on it and I recently had the serpentine and timing belts replaced.
I'm not having any issues starting the car or shifting gears, but about a month ago the car started "over-reving" when I pressed on the accelerator, like the clutch is slipping. It's becoming extremely difficult to start from a complete stop and also go up hills. I can barely accelerate on the highway without downshifting. When resting, the RPMs bottom out at about 750 (literally).

750 good , slipping bad. Means transmission is wearing out. You could try some additive like no-slip to see if helps and to diagnose. Not a cure though. Could be ready for a rebuild.
