how to tell if fuel pump is going bad?

75345 miles, change fuel pump relay switch, tune-up with injectors cleaned, replaced egr vavle, had fuel pressure checked it was at 20 %

Fuel pump pressure should be at 41-47psi. If fuel pressure is below with the specified level, the pump is bad or there's blockage at the pump. If OK, check the fuel filter and lines for obstructions and the operation of the fuel pressure regulator before you condemn the pump. If the fuel pump is not delivering adequate fuel pressure and volume to the engine, the engine may not start or run properly. Low fuel pressure can cause hard starting, a rough idle, misfiring, hesitation and stalling.
