What would cause the fuse that controls Quattro to blow?

During the winter months when the weather gets really cold or when there's snow on the roads the fuse that powers the Quattro control module (Fuse 47) regularly blows in my 2015 Q3. I'm having to replace it almost weekly. Last winter I took it into Audi and they couldn't diagnose a problem with the vehicle and couldn't replicate the issue...so did nothing. I don't have any issues with this during other seasons - just winter. Any idea what the culprit could be? For context, I'm in upstate New York... they salt and sand the roadways and there's regularly below freezing temperatures. When I lived in Idaho (where they only use sand on the roads in winter) I never had this issue.
