why does the fuel pump fuse keep blowing when I put it in gear and attempt to drive away?

I was driving along when the engine quit and the speedo went to zero. I found a blown fuel pump fuse. I replaced it and the car started, but now blows the fuse every time I attempt to let out the clutch and drive away.

Could be the fuel pump or relay.

can you tell me how to test the fuel pump and or relay and the oxy sensors with a volt ohm meter?
