Why is my front drivers side tire locking up when i stop?

I have a 1998 Toyota Avalon XLS. It has 190,000 miles on it and I drive over 100 miles back and forth to work everyday. I'm just trying to keep this car going until February when I can get a new one. About a month ago, when I braked, my front driver side tire would catch and jerk the whole car to a stop before I was fully stopped, then it would finish turning over and jerk the car again. It was only doing it occasionally. Now it's doing it about 5 or 6 times a day. I have no idea what is causing this. Does anyone know what it might be and how much it might cost to fix?
