Is my engine locked?

Well for a couple days now it has been dieing out while going down the road and i have to sat for a minute before it will start again and going around curves I have to keep foot on break and gas or it will die out. Well yeasterday coming home i heard a loud sound, what i thought was the serpintine belt, under the hood and then it completely died out now the engine will not crank. It is a 98 mercury villager. It burns oil like crazy or leaks out somewhere around manifold. Is my engine locked up or maybe just a timing belt?
