What is this cut cable under my truck after my NEW brake lines were STOLEN?

I am a single woman, who has owned & did most of my own repairs on homes, Harleys, cars, trucks, 5th wheel RV's and so on. I am traveling alone with my dog, a 9mm & a 38. None of which have deterred the group of people stalking me & trying to keep me broke down in Vero Beach, Florida. After having my brake lines cut twice, putting compression fittings & 1' new lines in both times, the 3rd time I put ALL NEW LINES IN from the ABS to each wheel. They were then..cut again! Once again put in a 1' line behind my drivers tire & attempted to leave here. THIS TIME 1 of the 2 tires that were stolen blew out 1 mile from the exit to I-95. Now, weeks later (after my tank was dosed & a $600 fuel pump bill) I'VE LOST MY BRAKES AGAIN! Last nite I discovered ALL OF MY BRAND NEW LINES ARE MISSING! (the old ones t I left there are all hooked back up!) & then THIS!
CAN SOMEONE TELL ME WHAT THIS CABLE IS? IT "IS NOT" MY EMERGENCY BRAKE.. AS THAT WAS ALREADY CUT. Black rubber outside, blue around cable?

Terri, I'm sorry for the issues that you are having. You should call immediately and file a report with the local police / sheriff county authorities in the Vero Beach area (772) 978-4600 VBPD - for the crimes, suspected danger and attacks to you!

Not sure of the specific cable - if not the emergency brake cable - could be a fuel line or brake line.

Again, I urge you to reach out to the local authorities for their help and protection! They can offer mechanical assitance with a local, trusted garage for the correct repair - and most of all - for your safety and peace of mind.
