Cruze Multiple electrical issues, can't find the problem

My 2011 Chevy Cruze Eco Manual is acting really odd. The radio will cut in and out going completely off and then coming back on, normally at low RPM, sometimes it'll give me a "Service Stabilitrack" warning, and my accessory 12V outlets don't work most of the time. Sometimes at low RPM, the battery voltage will fluctuate between 13V to 15-16V. The car has no issues starting up and has a new battery, and I just had the alternator checked and there was no issues. I'm not very savvy with car electrical systems, so I'm at a loss of what it could be. Any help is appreciated!

Check for possible loose or corroded battery terminal connections, and cable connections (opposite the battery) first. Other known issue is the negative battery cable. Both have reportedly caused all kinds of crazy symptoms like yours.

There is a GM TSB (technical service bulletin) on that issue, PI0758A, which entails geting the ECM reprogrammed.
