Cooling System Anomaly

Have a weird anomaly happening with my cooling system that just started happening today...
I was getting a overheat warning today indicated by the needle in the red. Pulled over to investigate. When the engine cooled down i discovered the coolant level was suffice. I did notice in the car, when i was at an idle the air coming from the vents were blowing hot air despite the air conditioner being on. Bled the radiator system to eliminate any air pockets being trapped. Took it for another test drive and discovered same over heat situation. With further investigation here is what i found. The fan kicks on only to spin very slowly when the AC is turned on. As soon as the ac is turned off the kicks off. Turn the ac back on and fan kicks on after few seconds but only to turn very slowly. No where near fast enough to effectively pull enough air over the radiator. When driving, if the needle starts creeping into the red zone , i then the ac off. After moving/ driving the temps drop back down.
