2001 Toyota Camry CE 4 Cyl 2.2L

Engine

car will turn over, but not start

fuel pump was not making noise when the ignition key was turned on. checked relays and power to pump and they were all good. changed fuel pump and now still no noise at pump when key is turned on, and after trying to turn over then you hear pump humming. changed fuel filter and put a presuure tester on it, pressure is good, but car still will not start

Toyota Camry at least does not power on the fuel pump at all until you begin cranking the engine, that is why there is no noise when the key is turned on, it's normal. Your cause here may not be fuel related at all. Determine if there is ignition spark present (yes or no on that please, don't skip) Plug in a code reader and see if any fault codes are stored. Possible broken or jumped timing belt.

yes there is spark, and timing chain changed 3 years ago

If you have good spark and you have good fuel pressure you have to confirm that the timing belt has not jumped by removing the timing cover and aligning the marks. You also should be plugging in a code reader to see what fault codes are stored.
