2000 Subaru Impreza Outback 4 Cyl 2.2L - Engine
Why does car act like gas tank is full when pumping gas?
When I put gas in the car it will make the pump stop every dollar or two like it should when it's full, but it isn't full. Can move nozzle around to start pumping again then it stops again like it's full. Check engine light not on. Just bought car used and don't know it's history.

most cars have a vent on the ank either to atmosphere or to (thanks to al gore) a vapor canister under the hood, you may have a blockage in this

Gas pumps work off of vapor pressure when there is little to no vapors they pump fine, this is when the extra vapors funnel out the vent
however they shut off when the vapors stop venting
like when the fuel reaches the top of the tank, or in your case some thing is blocking the flow of vapors
