A/C air is not cold enough

When adding R-134a to this car, the high side guage needle starts vibrating at 250 psi. This seems low. Where is the hot gas bypass valve and how do I replace it. The discharge air temp is 80 degrees when the outside temp is above 90 and the a/c has been running for 20 minutes. This is very annoying on long summer trips.

You will need to replace your expansion valve. It's located somewhere near the glove compartment.
At the same time, have your AC system cleaned up and have the freon filter replaced.
