I was also told that they had to suck the oil out because something was wrong with the plug and that I should take it back to the place that did the previous lube can this be fixed?

when I turn the headlight switch on only the parking lights work, no head lights, also no high beams as well, but if I pull the turn signal towards me witch is the high beam flash the lights will come on. HELP!!!!
