Repair/Service: My car towed to the wrong auto repair shop

My friend called AAA and they were told to take it to an auto repair shop AAA said is was dropped off th that shop, but later that day we found out Johnson's did not take it where he asked. Johnson's took it to their shop and now will not release the car to him without him paying a fee. They do this to all the elderly people and I guess they have done this several times. They are dispatched by AAA and told to take it to a certain place but take it to their place instead and guilt the customer into letting them do the repair.
