What is wrong when the rear turn signals and brake light don't work both when vehicle is started and at rest?

checked fuse and bulbs

  So I will assume that since you specifically mentioned rear, that you mean the front turn signals work normally, correct assumption? I also want to know if the parking lights work.
  
  that being the case, make sure the black ground wire that is attached to the trunk latch brace in the center of the trunk is not loose or broken.
