1982 Nissan 720 Base 4Cyl2.2L - Engine
I can't turn the distributor any more to retard my ignition timing. what does this mean?
The timing is supposed to be 3 degrees BTDC but the closest I can get is 10 degrees because the distributor is turned as far as it will go.

    Did you disconnect and plug the vacuum advance hose that is attached to the distributor before taking the reading with the timing light on the scale?

    your cam and crankshaft marks are out of line,need to take cover off and see if they are out of line.

    Your distributor has a plate mounted to the bottom that holds the distributor from turning, but there is also adjustment of this plate to the bottom of the distributor to which it is bolted to. Take a look.
