  If you plug in a code reader you may have a P0480 code stored. The low speed cooling fans not coming on but yet when the temp goes high the high speed comes on is most often fixed by replacing the cooling fan relay which is a solid state relay located attached with a rivet to the front bumper beam behind the grille area and down.
