In the instrument panel junction box check the BODY fuse (10 amp). If the fuse is open the code reader will not power up.

I will assume that none of the power windows work?

I believe you mean DLC. Are you inquring about the location of the connector? Or location/identification of the fuse that powers it? The connector is on the bottom edge of the dash, below about where your left knee is as you're driving. The fuse is one of the interior fuses (pull of the cover by the passenger side footwell). IIRC, it's the same fuse that powers the lighter. BODY or CHIME fuse, maybe? There's a rough guide on the inside of the cover, and a more complete guide in the owner's manual.

Is there anything else not working? Lighter, interior light, chime, radio?

Could be the horn is defective already. Remove the horn and connect the wires to neg & positive terminals of the battery, if the horn works, problem is an open wiring or the clock spring in the steering wheel that probably snaps out of place.

If you want to isolate or confirm the integrity of the multi-function switch, locate the braown wire that comes out of the multi function switch and cut the wire just outside the MFS and leave room so you can reattach it later with a butt connector. With the wire severed see that when you turn on the parking lights that the fuse does not open now or confirm that it still does. If the fuse stays OK then the short is further away maybe in the wires leading to the lights themselves or in the underhood fuse block. If the fuse still opens then the cause is likely to be the MFS.

I have tried a lot of places, including lund direct and eBay. I'm thinking that this is part of the headlight assembly (as two places suggested) but that they somehow got left off when the headlights were replaced. The headlights do look new. Some old bezels would be fine in this case, but I have not been able to access those either.

Make sure that there is freon in the a/c system, should be between 25-45 PSI, if the freon is low OR high the a/c will not cool, hissing noise is normal.

Examine the part thoroughly, you might need to remove the kick panel to get into the attaching bolts. Better with a diagram of this, try to visit a local library and print a haynes manual for that certain unit you are working on.

First thing i usually do is hit the horn, if it doesnt work most likely a bad clockspring inside the steering wheel, otherwise youd need to scan the bcm and get a code and diagnose.

Unless you get it scanned we will just be guessing our way through your problem.
