Sounds like a transmission problem, but I would ask the shop that performed the major tune-up to check it out.

What causes the loud noise when I turn on my air conditioner? I put antifreeze in already
    It's a loud whistling sound

The antifreeze and air conditioner have nothing in common. The antifreeze carries the heat from inside the engine to the radiator.
The air conditioning system has refrigerant in it.
Where the noise its coming from?

Possible Causes of Engine Hesitation or Stumble:

Dirty fuel injectors (cleaning the injectors often fixes this).
Bad MAP (manifold absolute pressure) sensor
      Bad TPS (throttle position) sensor
Bad or dirty MAF (mass airflow) sensor
Low fuel pressure (leaky fuel pressure regulator or weak fuel pump)
Vacuum leaks (intake manifold, vacuum hoses, throttle body, EGR valve)
Bad gasoline (fuel contaminated with water or too much alcohol)

Sometimes, what feels like a hesitation is actually ignition misfire rather than lean misfire. The causes of ignition misfire may include:

      Dirty or worn spark plugs
      Bad plug wires
      Weak ignition coil
      Wet plug wires

Is the overdrive light on the dash flashing? I'll tell you right now your cause is not likely to be a speed sensor. The cause is either a bad speedometer or a bad ECM. There are steps that your mechanic can take to confirm, but, either one is gonna generate a repair bill that will not be a couple of hundred. Replace the speedo could cost $350 to $750 - depending on new / used parts. The ecm could be the same.

      Removal

With your ignition switch OFF, disconnect the battery cables, negative terminal first. Allow 90 seconds to elapse before performing any other work. Remove No. 1 (left) undercover and then remove the lower the finish panel, then detach the connectors and hose from the pad. Remove the console box assembly. Remove the lower center instrument panel

And then disconnect the wiring connector to the ignition electrical switch. Remove the three screws holding the switch to the ignition lock and remove the switch assembly.

      Installation

Install the ignition switch to the ignition lock and install the three (3) screws. And then reconnect the electrical connectors for the ignition switch. Install the components removed earlier.

Reconnect the negative battery cable to the battery. And then verify that the ignition switch is operating correctly.
