How much will parts/labor cost when replacing plastic piece under engine?
Basically what the title says. The plastic piece under my engine is cracked and hanging on for dear life. It has an annoying problem where it'll tap on the road if i drive a certain speed, so obviously it needs replacing. I just need to know how much it'll cost to ...

splash guard or splash cover, the internet doesn't really seem to come up with a definitive name, but it's right under the engine.

The cover is a dealership item, though it may also be available locally in salvage yards.

Do I reaaly need a timing belt replacement
The local KIA dealer is telling me that my KIA Rondo timing belt is out ouf warranty & it should be replaced before it breaks - that if it breaks, it will cause the pistons to batter the valves (e.g. an "interference" engine). Are they BSing me?

No, this is a serious issue. If you delay too much on a timing belt replacement, specifically on an interference engine, catastrophic internal engine damage may occur.

In an interference engine, the valves occupy the same space as the pistons. Your timing belt is what keeps a balance in the mechanical timing within your engine..... The crankshaft rotates the camshaft, which opens and closes the valves. If the timing belt breaks, if you were on the freeway for example, here's what would happen. You're driving along and all the sudden your engine stalls. You pull to the side of the road with your hazards on and try to start up again. Only this time you try and something isn't right. Cranking over the engine doesn't sound normal. It's a faster spinning and higher pitch whining than you're used to compared to the lugluglug when you start your car in the morning.

Essentially what has happened is that, since you have an interference engine, the valves are all bent up. When a timing belt breaks in this type of engine, the momentum of the crankshaft will continue from combustion from the last several cylinder combustions. The crankshaft will continue to rotate while the camshaft has stopped. The pistons will continue to rise upwards with catastrophic force and speed and contact the valve(s) that are still open. The result is that valves have been bent, and sometimes holes have been blown into the pistons. Repairs at a machine shop would cost upwards of $3000 to repair the damage.

So yes, timing belt intervals, specifically on an interference engine, are EXTREMELY important. If the belt breaks you may as well look for a new car to buy since it usually costs more than the car is worth.

This does not really answer the question : I wany to hear from an authoritative source if my 2009 Kia Rondo 2.4L IS OR IS NOT an interference engine. The owners manual says for a 2.7L 6 cyl to have the CHAIN replaced at 60km, but says NOTHING about the 4 cyl's belt (which I have). How do I verify if the dealor is correct or BSing me?

It turns out that the 2.4L 4 cyl has a timing chain, not a timing belt. This info from another forum.

Timing chains can stretch over time. There is usually less stress on chains when you change you oil every 3k. If it was my vehicle and you take care of it, I would say 120-150k range to replace it.

Not sure what is meant by..'hub centric ring'? Ask the mechanic to show you exactly what this is referring to on your vehicle.

The issue with the vibration sounds more like worn / faulty front hub bearings, or worn hub bearing assembly. The parts are readily available from these many on-line sources, www.partsgeek.com, www.rockauto.com, www.discountautoparts.com, www.autopartswarehouse.com, www.jcwhitney.com - to list only a few possibilities.
In fact, they (RockAuto) list the front hub from around $18.50 (each) and the front wheel bearing from around $11.40 (each) for your vehicle. Be sure to have both sides in the front replaced at the same time due to mileage / age / wear considerations.

Hub Centric Ring? Sounds like the phrase " Fribits Valve ". There isn't one.

The suction from the water pump usually affects the lower hose.
For the top hose it's suggested to check the radiator cap and the overflow tank line for blockage.

    i need a diagnostic test

You need to go to amazon.com and buy a code reader for about $20 and check the fault codes yourself. No experience is needed to check for codes and it takes all of a minute or two. Post the code numbers here when you update this post. You will not regret following my advice.

The check engine light is located on the dash and stays on if the computerized engine control system detects an engine performance or emissions problem.

First step - have the stored fault codes or check engine light scanned - for free - at any local auto parts store; Advance Auto, Auto Zone, NAPA. Then, post a reply as 'add answer' with the specific code for more assistance. There may be a fault code stored in the OBD memory which may not be displayed as a check engine light.

Could a plugged cabin filter cause the heater/blower not to work?
A new thermostat was put in barely 2 months ago, and heater was working but occasionally wouldn't work, now has stopped coming on altogether.

Your words do not clarify your definition of "blower not to work". If you say the blower does not work, I would understand that to mean that the electric motor itself is not turning on. The cabin filter cannot prevent an electric motor from turnming on. However, the cabin filter if blocked by dirt will not allow the air flow produced by the blower motor to go through the filter media and the result would be not much more than a slight breeze coming out the vents, but you would stuill hear the blower motor making noise / running. More likely as a cause for a blower motor that does not turn on would be a bad blower resistor or a bad blower motor.

If it ran before you drained it? No way for anyone to just know why it won't start. Have to diagnose it same as at any time. Does the fuel pump turn on while cranking? Yes / No?
