I read the ownersmanual, it indicates that I have a power steering electric motor. I want to know how I would be able TS

    The electric motor only assists the steering. There is still a mechanical link to your steering. In the event of electrical failure you can still turn your wheels but it would take more effort.

    The electric steering assist in your Scion will set fault codes and will turn on a PS warning lamp when there is a problem, so to answer your question, you will need a scan tool that can read the power steering module codes and data values.
