Does this noise happen no matter whether the wheels are turned or not? Does the noise only happen if you are moving?

Sounds like you are getting front differential binding, but that can only be a cause if this happens when beginning a turn (when the wheels begin to rotate at different speeds because of the turn), this really cannot be a cause if it happens when going straight. maybe there is still a problem in the hubs even without the actuator hooked up, maybe one of them is engaging.
