Poor gas milage. Is only 13 MPG. 4 cy, 5 speed. Sould be around 20 or 21MPG. Oxygen sensor? Cam Sensor?

it runs fine but the poor gas milage is baffling. My 1995 wrangler with same engine and transmission got 20-21 MPG highway and 18 in city
