  No, the engine oil should be inside the engine when performing a cold valve adjustment.

  the engine is underneath valve assembly?

  Jack - If you do not know where the valve assembly is, you may want to have someone else do your valve clearance adjustment. (FYI, the valve assembly is just below the valve cover)
