Intermittent engine rpm surge from 600 to 1500 and sometime stays at 1500 at cruise. Not mechanical sticking accelerator
There is no check engine light. The idle control has been checked and cleaned. When rpm is stuck at approximately 1500 at cruise and load is taken of engine (transmission is out of gear) the engine surges to over 2000 rpm. When in gear and braking to a stop, rpm will reduce slowly to below 1000 rpm and eventually reduces to idle at 600 rpm. Thank you.

Have a reputable shop conduct two tests..... a "smoke test" (to check for vacumm leaks) and a fuel pressure test (to make sure the fuel pressure regulator is operating correctly). I would lean more towards a vacumm leak... but then you should get a P series code for a lean condition.
