Is this an ignition switch problem?

Starter stays engaged in the on position. It occures all the time.

  See this Starting system simplified diagram. http://www.samarins.com/glossary/starter.html
  
  Local auto parts stores will test the starter for free of charge. If the solenoid will retract, then the starter is good. The ignition switch is the culprit.
