How do you time Honda after water pump and Head Gasket have been replaced?

replaced water pump and head gasket,heads were fine,put everything back like took apart,have spark and engine cranks but wont start

  Did you set the cam and crankshaft to #1 TDC before installing the timing belt? If this is set right, then the fine tuning of the timing is done by adjusting the position of the distributor. Any out of adjustment of the timing with the distributor should not prevent the engine from starting. Are you getting fuel to the injectors?
