  The side vents of the air conditioner needs to be recharged.

  Actually that's because 190E (1985) doesn't have AC. It has a simple heater. The Center vent blows outside air only, while the side vents blow heated air(or not like in summer). 190E WILL NOT cool air, at least not if you didn't install an AC.
