Headlights very dim on low and high

My high and low beams are very dim, I have checked the ground, cleaned the lens and put in the most expensive bulbs... What's next???

  check the wiring schematic for any other grounds, if they are dim the circuit is on the bulb side is experience additional resistance, possibly the relay? try there check the relay itself and also the ground for the headlamp relay
