When fueling my car, the gas pump stops after a few gallons It then takes `15 - 20 minutes to fill the tank
Every time I fuel the tank, after a few gallons the gas stops and I must wait -- the gas backs up and over flows all over the ground, the side car, and my feet. A Mechanic told me it is a flaw in the neck of the full tank... is this flaw a part of a TSB? The car has less than 30000 miles...

    The charcoal canister is saturated with gas, the tank fuel fumes couldn't vent into it and it will shut down the pump dispenser or the hoses connected to the canister could been plugged.
