Ford F-350 running rich

1988 ford F-350 EFI 7.5l V-8. Engine running so rich it fouled all 8 spark plugs. Changed Cap Rotor Plugs and Coil. Truck will start but idles rough. Smooths out at high rpms. A lot of black smoke. No check engine light on. Air filter clean.

  Verify the fuel pressure with a gauge against specs. This can store fault codes and if I were fixing the truck I would hook up my scanner and read them first. Does this have fuel injection or a carburetor? It was sold both ways.
