Fluid is leaking from the power steering rack. Does the power steering rack need to be replaced?

The car makes a low pitched siren noise

  First of all the noise is coming from the emptying power steering system....Get some power steering fluid in your system...AutoZone...about $10.....Then go to mechanic...you might need to replace a leaking power steering hose.....
