2006 Pontiac Pursuit SE 4Cyl2.2L - Steering & Suspension

When I am driving at 40km/h or over and I slightly move the steering wheel to the right I hear a sound.

I hear a sound that is similar to the engine brakes on a semi truck. Why is the car making this sound?
