why don't the ignition turn on when i turn key to on position

it occurs often.until the dash lights come on it will not start. It cranks but won't start

  Please explain in more precise detail about what happens. I am interpreting this as, you turn the key on to the "on" position and if the dash warning lights do not illuminate you know that it will not start. Have I got that right? But, what you don't make clear is when the engine cranks and it does not start, the dash lights are still off?
