    A 3/4 charge battery is 12.50 volts
A discharge battery is 11.75 volts.
A battery under a cranking load and it is reading less than 7 volts,it will be a recycled ( junk ) battery.

Sounds like the starter solenoid is bad. Not sure if Ford still mounts them on the firewall or fender wall close to the battery or not . easy way to find out is go to autozone.com and list your vehicle and search for starter solenoid. they give you a picture list with various prices. even if you don't have one of their stores close. NAPA does the same.

Three posibilities either 1. The refurbished battery isnt good. 2. The alernator is not providing sufficient current to charge the battery. 3. The Starter solenoid is faulty. The best way to check is to put in a good battery from another car an use it for a day. If the probl doesnt exist you can eliminate possibilities 2 and 3.
