I need to know why my car keeps over heating

My car keeps over heating. We have changed the thermostat and the water pump and it's still over heating.

  CHECK THE VEHICALS TEMP SENSOR ON THE THERMOSTAT HOUSEING IS THE COOLING FAN OPERATING

  Yes, The cooling fan is operating my temp sensor is working. We pulled the thermostat out to see if that would help but it still over heats.
