J and K AUTOMOTIVE TOWING AND REPAIR 1/5/2011Generally if you hear a whirring from the engine compartment, or a repeated clicking, this means the starter solenoid (a mechanical switch that engages the starter) is still functioning but there is not enough battery current to going to the starter. This is a good sign because you know your solenoid isn't the problem.
Replace the battery or jump start the vehicle. If it won't start, your starter is probably dead or there is a ground fault caused by a frayed wire touching the chassis (check the alternator wires!). A classic symptom of a frayed wire ground-fault is random gauge spinning and other electrical weirdness. good luck
