why is my brake pedal hard but vehicle is hard to stop

i have a new master cylider and brake pads but it is still hard to stop i was thinking is might be the vaccuum booster but not to sure

  When you replaced your brake master cylinder did you also bleed your brake system to eliminate trap air in your system?
