2nd and 3rd gear only with p0748

2002 Dodge Ram 2500 4x4 46re transmission, 5.9l V8 gas. Initial problem was clunking and shift problems in 1st and 2nd gear. p code p0748 came up. Dodge dealer replaced governor pressure solenoid. The shift problem cleared. Then p0740 appeared shortly after and I replaced the harness/overdrive solenoid/converter clutch solenoid myself. The 0740 code disappeared. Now I still have 0748 but the transmission only has 2nd and 3rd gear. It has 1st gear if I manually put in 1st. Will not shift into 4th gear. However if I clear the code with an OBDII reader, the transmission then works NORMALLY. It will start off in 1st gear, go to 2nd, 3rd, and then 4th. Within 2 minutes the check engine light reappears and the 0748 code returns and the truck then only has 2nd, and 3rd. If I erase the error code again it drives normally for two minutes before the check engine light and 0748 code returns and I lose 1st and 4th. From this it seems the transmission is actually normal but something overrides.

What repairs can fix the P0748 code?
Repairing pressure control circuitry such as wiring and connectors.
Replacing the pressure control solenoid.
Replacing the electronic pressure regulator.
Rebuilding or replacing the complete transmission, including torque converter.
Flushing and replacing the transmission fluid.
